Diversity in 1332(a)(2) and (3)

Comments

In 1332(a)(2) and (3) does the citizenS of a foreign state (singular), how do the singular and plurals work out? Does it mean that if there is more than one party from France diversity is satisfied, but if there is one person from france and one person from germany it is not satisfied?
